#5.1 Net Carbon Neutral
Achieving net carbon neutrality in new subdivisions is a key step towards reducing environmental impacts and supporting a low-carbon future. Careful planning and material selection help minimise embodied carbon and promote sustainable infrastructure.
The Victorian Planning Provisions include the following objectives for net carbon neutrality:
- To improve the energy performance of buildings through the use of low embodied energy, recycled, and reusable materials (15.01-2S).
- To create urban structures that support waste minimisation and increased resource recovery (15.01-3S).
- To avoid, minimise, and offset environmental impacts in infrastructure planning, and incorporate resilience to climate change (19). To support the development of energy infrastructure that enables the transition to a low-carbon economy (19.01-1S).
BESS rewards subdivisions that consider net carbon neutrality by measuring embodied carbon using industry verified tools and reducing or eliminating these emissions via design strategies or offsetting.
