The landscape design should:
- Implement any relevant streetscape, landscape, urban design or native vegetation precinct plan, strategy or policy for the area set out in this scheme.
- Maintain significant vegetation where possible within an urban context.
- Take account of the physical features of the land including landform, soil and climate.

Applicants should note that canopy coverage targets may vary between councils and across different areas within a municipality, as outlined in local Urban Forest Strategies. Designs should reflect these local requirements while aiming to maximise shade, cooling, and ecological benefits.
The Victorian Planning Authority (VPA) has guidelines for Precinct Structure Plans (PSPs) that include a requirement for 30% canopy tree coverage within the public realm. This means that in new developments, 30% of the area should be covered by tree canopies to enhance the local environment and provide benefits such as shade, improved air quality, and aesthetic value.
