# Ecology 3.1a Tree canopy - Public open space

# Applies to

All subdivisions

# Objective

To incorporate natural and cultural features in the design of streets and public open space where appropriate.

To protect and enhance native habitat and discourage the planting and spread of noxious weeds.

# Summary

Better practice is awarded where at least 30% tree canopy coverage is demonstrated across all public open space areas, using mature canopy projections and appropriate species selection.

Excellence is awarded where at least 40% tree canopy coverage is demonstrated across all public open space areas, using mature canopy projections and appropriate species selection.

Applicants should note that canopy coverage targets may vary between councils and across different areas within a municipality, as outlined in local Urban Forest Strategies. Designs should reflect these local requirements while aiming to maximise shade, cooling, and ecological benefits.

The Victorian Planning Authority (VPA) has guidelines for Precinct Structure Plans (PSPs) that include a requirement for 30% canopy tree coverage within the public realm. This means that in new developments, 30% of the area should be covered by tree canopies to enhance the local environment and provide benefits such as shade, improved air quality, and aesthetic value.
