Medium (16-59 lots), large (60-249 lots) and very large (250+ lots) subdivisions

# Objective

To provide for direct, safe and easy movement through and between neighbourhoods for pedestrians, cyclists, public transport and other motor vehicles using the neighbourhood street network.

# Summary

Better practice is awarded where cul-de-sacs are avoided to promote walkable, well-connected neighbourhoods. Where cul-de-sacs are included, they can still meet the standard if they provide pedestrian-through connections and are designed to support passive surveillance and function as shared community spaces—offering opportunities for informal gathering, play, and social interaction.

# Documentation & evidence required

  • Subdivision Design Response: Plans show no culs-de-sacs. Or, if there are culs-de-sacs, the plans show these have through connections & the Clause 56 response explains why culs-de-sacs were unavoidable.
